The Information Technology and Communication Services (ITCS) department manages all data, telecommunications, and web services for the County, providing technical support to all County departments. ITCS staff also offers technical expertise and guidance to help steer the technology priorities affecting residents and businesses within the County - these include fiber optic and data infrastructure, high speed Internet and cellular services, and technical assistance with economic development projects. In addition, the County's Geographic Information Systems (GIS) Division is located in the ITCS department.

Tioga County’s Geographic Information Systems (GIS) Division provides accurate, reliable, and innovative geospatial solutions that support county operations, improve public services, and enable informed decision-making.

As the central hub for geospatial information, we manage, analyze, and maintain spatial data for Tioga County. Our work helps residents, businesses, and county departments access the information they need for planning, development, and emergency response.

What We Do:

  • Data Management – Collect, maintain, and distribute geospatial datasets such as parcels, zoning, transportation networks, utilities, and environmental features.
  • Mapping & Visualization – Create and update maps for planning, emergency response, infrastructure management, and public information.
  • Analysis & Decision Support – Perform spatial analysis to assist with land use planning, resource allocation, and policy development.
  • Technology & Infrastructure – Maintain GIS software, servers, and applications to ensure secure and reliable access.
  • Public Access & Transparency – Provide interactive web maps and open data portals to residents and businesses.
  • Collaboration – Partner with departments like Real Property, Emergency Management, Planning, and Public Works to integrate GIS into county workflows.
