The Department of Public Works maintains County-owned roadways, buildings, bridges, and other infrastructure throughout Tioga County. Public Works also houses the Buildings and Grounds Department.

All work within 25 feet of the centerline of a county roadway requires a permit.

  Programs

The Department of Public Works maintains the County roadways, bridges, and additional drainage structures to provide safe, driveable roads for the residents of Tioga County. Each year roads are resurfaced and repaired, bridges, culverts, and other drainage structures are repaired and replaced, and general highway maintenance is performed throughout the County. This work is performed with safety as the first priority as well as utilizing funds in an efficient manner.

The Department of Public Works removes snow and ice from the County roadways throughout the winter months each year. It is a priority to the Department to maintain safe, passable travel-ways during inclement winter weather. Public safety is the Department's top priority.

The Buildings and Grounds Department maintains and improves County-owned buildings and facilities. Buildings and Grounds' goal is to maintain a safe, clean, and energy efficient environments where County functions can be performed. They construct new facilities, remodel existing spaces, and improve facility operational equipment to create healthy and safe environments for County employees to work and interact with Tioga County residents.

ADVERTISEMENT FOR BIDS

Tioga County Department of Public Works will receive sealed Bids on August 20, 2026, at the Office of the Commissioner, 477 Route 96, Owego NY, up to and including 11:00 a.m., where bids will be publicly opened and read for the following project:

Pavement Rehabilitation Project
Stanton Hill Road and Sulphur Springs Road
Towns of Nichols and Owego
Tioga County, New York
PIN 9755.32, D041911

This is a federally funded project that will include pavement rehabilitation, consisting of milling 2” of existing pavement and resurfacing with a 2-course asphalt overlay.

Project is a 45-calendar day contract, after notice to proceed is issued.

On or after August 3, 2026, The Contract Documents, consisting of the Advertisement for Bids, Information to Bidders, Bid Agreement, General Conditions, Supplementary Conditions, Bonds, Drawings, Specifications and Addenda may be examined between the hours of 7:00am and 2:30pm at Tioga County Department of Public Works, 477 State Route 96, Owego, NY 13827.

Copies of the Contract Documents may be obtained in person at the above location only, upon payment of $25.00 (by non-refundable check, made payable to Tioga County) for each set of documents requested:

Only those who have purchased Contract Documents will be provided amendments via e-mail or fax.


All bids must be in a sealed envelope and clearly labeled: “BID: Stanton Hill/ Sulphur Springs Pavement Rehabilitation Project”

Bids must be made in writing on the forms furnished and shall be accompanied by a bid guaranty for an amount not less than five percent (5%) of the amount bid in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds and provide insurance in accordance with the Instructions to Bidders.

Bids cannot be withdrawn within 45 days of letting.

Bidders are to promptly notify contact of any errors, omissions, conflicts, ambiguity, etc. in and among Contract Documents.

This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on May 1, 2026 as posted on the New York State Department of Transportation’s website must be followed by the successful bidder.

EEO Workforce goals; Minority - 1.1% and Female - 6.9%

There are no DBE or M/WBE or SDVOB goals for this project.

Contractors that obtain Contract Documents from a source other than the issuing office must notify the issuing office in order to be placed on the official Plan Holder List, to receive Addenda and any other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders List will not be accepted.

ADVERTISEMENT FOR BIDS

Any addenda created, will be emailed from Tioga County to Bidders listed on the official Plan Holders List. An emailed response from the Bidder, to the Addendum sent by Tioga County will act as proof that the Bidder received the Addendum. In addition to an emailed response, Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum and the Acknowledgement of Receipt of Addenda on designated pages. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid submittal.

All Addenda so issued shall become part of the Contract Documents.

The Bidder to whom the Contract is awarded will be required to furnish Performance and Payment Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid. The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a  contract. If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online at https://www.osc.state.ny.us/state-vendors/vendrep/vendor-responsibility-forms?redirect=legacy#Construction.

The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful bidders will be required to pay prevailing wage rates on this contract.

Low bidder is required to use EBO software. Access authorization to EBO can be found at https://ebo.dot.ny.gov/.

Low bidder must complete the Lobbying Activities Form found in the proposal.

All bids must be accompanied by a Non-Collusion Statement in order to be considered.

No residential or geographical restrictions will be in effect for this project.

Tioga County reserves the right to accept any Bid or individual item or items which may be deemed most favorable to its best interests.

Tioga County reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids. Receipt of bids by Tioga County shall not be construed as authority to bind the County.
